In addition to being an attorney, Franklin J. Rooks Jr. is also a licensed physical therapist.  Mr. Rooks concentrates his legal practice on employment matters, representing employees.  His physical therapy background provides him with a unique perspective in his representation of individuals who have been discriminated against on the basis of a disability.

Mr. Rooks’ extensive experience as a business owner compliments his practice of employment law. Prior to entering the legal profession, Mr. Rooks cofounded a chain of physical therapy clinics, which, in 2006, were sold to a private equity firm. While practicing law, Mr. Rooks also started a chain of occupational medicine/urgent care clinics, which, in 2015, were sold to a private equity firm. In 2018, Mr. Rooks and a partner acquired a durable medical equipment business.  Mr. Rooks is also an operating partner with Shore Capital Partners L.P., a private equity firm in Chicago, IL. All of Mr. Rooks’ business ventures have been in the field of healthcare, and involve a patient base which has sustained either temporary or permanent disability.

A portion of Mr. Rooks’ practice is devoted to false claims actions, representing whistleblowers primarily in the area of health care fraud.  Much of Mr. Rooks’ expertise in healthcare fraud has been derived from his considerable experience in medical billing.

Mr. Rooks began a career in physical therapy, graduating from the Philadelphia College of Pharmacy & Science (now the University of Sciences in Philadelphia) with Master of Physical Therapy Degree. He also earned a Master’s Degree in Business Administration (MBA) from Drexel University in Philadelphia, Pennsylvania.

Mr. Rooks has published numerous articles on medical billing, medical practice management, and healthcare fraud. His writings have appeared in the Journal of Medical Practice Management, Physicians News Digest, and other publications.  Mr. Rooks is on the Editorial Board for Billing & Coding Advantage Magazine and the Editorial Advisory Board for Advance Magazine for Physical Therapy & Rehab Medicine. Mr. Rooks also serves on the Board of Visitors for the Samson College of Health Sciences at the University of the Sciences in Philadelphia.

Mr. Morgan is a veteran, having served in the United States Navy as an Intelligence Specialist.  While enlisted, Mr. Morgan was deployed twice to the Persian Gulf in support of Operation Southern Watch.  During his service, he was also deployed to the United Arab Emirates (UAE), Oman, Singapore, Hong Kong, China, and Japan.  Upon his honorable discharge from the Navy, Mr. Morgan enrolled at Illinois State University (ISU).  He graduated from ISU with a bachelor’s degree in criminal justice.  Mr. Morgan was then accepted to Widener University School of Law in Wilmington, Delaware.  There, he earned his juris doctor (JD) degree.

Mr. Morgan is a trustee for the Columbia Club Foundation in Indianapolis, Indiana and has previously served on the board of directors for the Indianapolis Metro Police Mounted Patrol Association.

Mr. Morgan represents clients in the area of criminal defense, family law, and probate.

Vazken A.E. Zerounian, Esq.

Vazken A.E. Zerounian, Esq

Vazken A.E. Zerounian, Esq. is an experienced trial lawyer licensed in Pennsylvania and New Jersey.  He practices criminal defense and represents plaintiffs in personal injury and civil rights cases.

Mr. Zerounian is a lifelong Philadelphia resident. After graduating from St. Joseph’s Preparatory High School in Philadelphia, he received a B.A. in Politics from Ursinus College.

Prior to embarking on his legal career, Mr. Zerounian had successful careers as a political lobbyist and restaurateur.   He then obtained his Juris Doctorate (JD) from Widener University.  Mr. Zerounian also graduated Magna cum Laude with an Master of Laws (LLM) from California Western School of Law with a concentration in Federal Criminal Trial Advocacy.

Whilst attending Widener, he was a member of the Moot Court Honor Society and was inducted into the Order of Barristers, a national honor society.  In Mr. Zerounian’s second and third year of law school he interned for the Philadelphia and Montgomery County District Attorney’s offices as well as a judge of the First Judicial District. He was also selected to participate in the Pennsylvania Criminal Defense Clinic.

Upon graduation he worked as a volunteer attorney at the Federal Community Defender Office for the Eastern District of Pennsylvania.  Most recently, Mr. Zerounian spent close to four years as an Assistant Defender with the prestigious Defender Association of Philadelphia where he quickly rose through the ranks to the Major Trials Unit.

Sarah M. Spletzer is of co-counsel with the Law Firm of Morgan Rooks PC, focusing primarily on federal, Pennsylvania and New Jersey labor and employment discrimination matters. Ms. Spletzer received a Bachelor of Science degree in Economics from the Pennsylvania State University in 1994, and is a graduate of Widener University School of Law in Wilmington, Delaware, where she attended school in the evening division while working full time in the Labor & Employment department of the Philadelphia law firm of Obermayer Rebmann Maxwell & Hippel.

Upon graduation from law school, Ms. Spletzer became an associate with Obermayer, specializing in labor and employment issues, including extensive practice before state and federal equal employment opportunity agencies. Ms. Spletzer has also worked in business and family immigration and Consumer Product Safety Commission-based product recalls. Ms. Spletzer joined the law firm McDonnell & Associates in July 2007, and represented nationwide management-side clients in all aspects of administrative employment law and litigation. She has also provided pro bono services for the Homeless Advocacy Project.
